Many of the neighborhoods surrounding the Baltimore Horseshoe Casino that opened in August are impoverished, according to the U.S. Census. About 5 percent of casino funds were expected to go toward community-led projects revitalizing the six neighborhoods surrounding the gambling hub (highlighted in black). But most of this year's money will go toward city agencies and infrastructure improvements to mitigate the casino's impact.
