COLLEGE PARK – Beginning Monday, Oct. 1, all moped and motor scooter riders in Maryland will be required to wear a helmet and goggles. The vehicles also must be registered and insured. Many students at the University of Maryland are unhappy with the new laws, some even selling their mopeds to avoid wearing the helmets and paying for insurance.
