BALTIMORE – A bill that could stimulate small breweries has stalled during the government shutdown. The Small BREW Act, which was re-introduced by Sen. Ben Cardin (D, Maryland), will lower the excise tax for small breweries, allowing them to re-invest in more equipment and jobs.
