Policy proposal to allow cyclists and scooters to yield instead of stopping

Washington- Proposed legislation will allow cyclists and scooters to yield at stop signs and traffic lights instead of coming to a complete stop. The legislation will also ban right turn on red for vehicles in an attempt to protect pedestrians.
