BALTIMORE – The Baltimore Animal Rescue and Care Shelter (BARCS) raised over $400,000 for pet adoption at their annual Halloween event. It’s part of their ongoing efforts to help fight animal cruelty in Baltimore City. The shelter brings in over 12,000 animals each year.
