Fans in the Stands: Despite COVID-19 protocols, many not ready to return to live sports

The stands at Maryland stadium are partially full as the Terps football team plays Syracuse on Sept. 7, 2019. As college football attendance has decreased in recent years, NCAA rules have allowed Maryland and other schools to report attendance figures that do not always match the number of fans in the stands.
